Any job in the USA will require you to have the right to work in that country, such as a green card. and as you know, it is virtually impossible to get one in normal circumstances. Would you have that green card, yes, you could work as dispatcher, i.e. in Miami, FL, where a lot of airline operations may have dispatcher/operations openings, as well as you could perform your flight training with the numerous flight schoold located there.

Thanks i am aware of the requirement for the USA. I wonder if Canada would be easier or even the Middle East.

The bottom line is that I would like to go somewhere were i can work as a dispatcher and get my commercial pilot's licence at the same time.

While immigration to Canada is somewhat easier, I understand that the process is long for the work permit... I heard it takes a year (or nearly) on location to get the papers... But, yes, Canada would be a solution. And there are agreements for licensing between the US/FAA and Canada's MoT...
