I think I might be coming in spinner for a **** take here but if you are genuine, a Gasper is the thing above a passenger seat, next to the reading light in the P.S.U. that delivers adjustable amounts cold air in the direction that you point it. They are also installed in various locations in the flight deck.

where does the gasper get its air?
is it from the mixed air from the pneumatic system or is it cold air ....

It's cold air. Usually from the cold air manifold or pack outlet.
