would you need to run a small regional airline that had say, 20 Saab 340's and 8 Canadair CRJ's?
Including:
Engineers
Supervisors
Managers
Technicians
Stores
QA
Etc.
(Have to write a training plan based on this and have no idea of the staffing levels)

Its a bit of a hypothetical question, but your answer gives me a fair bit to go on. The training plan is based on the regional airline doing all its own maintenance including base.
Had a chat with a friend last night and he reckoned yo would be looking at around 150 staff to cover all the engineering needs.

But make sure they're not from Storm...:) :)
