P4.9 (P5) checked? (no water contamination?)
HPC stage 7 bleed valve and HPC stage 10 bleed valve tested?
Borescope inspection performed?

I have to agree, to many half baked techs who should still be at school to learn there trade and the way to approach technical issues....
