In theory yes in practice no, the UK CAA issued licence is regarded around the world as the top of the bunch, you will struggle to get a UK issued version if you haven't done a recognised UK course as they do not know the quality of your training, and to be frank some are worse than others.

Sorry if that sounds harsh, but it is life and also why companies world wide specify UK issued licences.

Not possible.Check EASA Form 19:

I herewith confirm that:
1. I am not holding any Part-66 AML issued in another Member State,
2. I have not applied for any Part-66 AML in another Member State and
3. I never had a Part-66 AML issued in another Member State which was revoked or suspended in any other Member State.

When removing the restrictions from my UK B1 I took two modules in Switzerland. The UK CAA said they would accept them with the stipulation that they had to be pass certificates for the full modules, not the part modules I would need if done in the UK.
