Problem in initial issuing of b1.1 license. Anyone can help
 
Hi there

My problem is that i have applied to the CAA for an initial issue of B1.1 license and my application was rejected.
To provide a general picture of everything i studied in Kingston university Aircraft Engineering and my modular course in KLM UK technical college. The course started in January 2006 and finished in January 2008. i was still having to retake 3 modules of which i completed in August 2009 .
In April 2008 i started as a trainee in a Cyprus Airways Line Maintenance (part 145) and then got officially employed. i have almost 3 years experience now.

The answer i got from CAA is that my experience counts only after i got my last module. is this right??????????

am i allowed to used experience obtained in a Part 145 before i prior to completing all my modules for my worksheets?

can anyone confirm me this or am allowed.

please if you can help me provide me with a link to the regulation that states this. would appreciate it a lot!!!!!


i also found this but nowhere in the documents states clearly that my experience counts after the completion of all modules!!!

Total Bollox from the clerk that rejected it...:ugh:

3 years certified experience is 3 years experience. Date of taking modules has nothing to do with it. You failed an exam and retook it later.. You had a formal course of instruction on the matter! Sure you are telling us all the reasons for rejection??:E

I called back to KLM college and was informed that i am not the only one with this problem.
I will post exactly the letter that i received from CAA 2morrow ASAP.

So please have a look and let me know if i have done anything wrong!!

was your application adressed to the UKCAA?, I passed all my modules in feb 2010 and started my logbook as of 2008 and still had my application accepted.
And I got my B2 license 5 months ago.
Another mate of mine got his B1 a few weeks ago and he just a few months ago passed all his modules, and still didn't have a problem.
Experience is experience and it doesn't matter when you gained it.
There must be something odd about it, If it's been adressed to the UKCAA you may have to phone call them for further enquiries.
Note: back in time before I apply for my license there was a rumor making the rounds regarding what you had said that the application may get denied if you passed your modules whilst you're on your 2 years experience stage however my application went straight through and
I had no problem, I'm quite astonished that it did happen to you.

Rubbish!

So a mechanic with 20 years experience who decides to get a licence only gets experience counted from when he passed his last module???? I think not.

Phone, or better still visit, the CAA and ask for clarification. Your experience starts from the first certified date in your log book.

PEOPLE I AM QUOTING THE LETTER I RECEIVE FROM THE UKCAA

"the application submitted has now been assessed by one of the surveyors in the approvals team. unfortunately , the supporting documentation presented does not satisfy the standards required to complete the process for the following reasons.

its a requirement that you provide a minimum 2 year practical maintenance experience to consolidate the training received on your basic training course after the course has been completed. from the Certificate of recognition it appears that you have completed the course on August 13 2009.

therefore we canceled .... bla bla bla"

the never contacted me prior or klm uk where i attended the course. if there was any irregularity in my Certificate of recognition from klm i was not told about it too!!!

i finished the course in january 2008. my modules all of them by august 2009

i tried to contact them but they said to me that i cant speak to a surveyor but instead email them.

in reference to this rejection letter.they are right.if you are using the part 147 route for reduction in experiance requirement. you have to pass your modules before your clock starts tick in for experiance.this has been confirmed by the uk caa.i am not arguing wether its right decision or not. but it is as it is. unless there is a guy with steel balls can drag uk caa to courts.
i doubt that. i myself feel sorry for the poor guy after he have done all his work. he was put on hooks

i am really confused.

i have attended 147 training course at KLM. so i think my experience should count and its shouldnt matter when i received my experience as i attended a part 147 training and experience under approved 145 organization.

dont you think am logical about it?

It appears that your documentations were incomplete, How was your logbook, Did you mention the dates of the tasks written in your logbook?
did you attach an experience certificate from your employer with your documents?
you have to cater for sufficient evidence to validate your experience, However it doesn't make a lick of a sense to deny your logbook because you did not pass your modules 2 years ago.
Make sure your documents were complete and submit them again and try to focus on the experience part like provide a proper summary of the work that you had done during that experience period in the form 19.
And make sure you get everything stamped by the quality manager to prove it as a true copy.
I'm sure they won't turn it down if you do it the right way.

I passed all my modules 8 months prior to applying for the license through the 147 path that reduces the experience criteria to 2 years and had no problem.
It clearly appears that his paper work wasn't filled properly thats why it's been rejected.

after reading the recognition certificate from klm i think the problem is there so i might ask them to issue me a new one that clearly states that i finished my course at 2008 . then i will if UK CAA accepts it!

It sounds like KLM issued the certificate stating you completed the course when you passed your final module. If the modules form part of the course then in fact you didn't complete the course until that time when you passed the final module.
If the modules being passed don't actually form part of the course then the course completion date should be when you actually finished the training.

Hope that makes sense.

I agree it shouldn't be that way.even for argument if take that klm issued certificate wrongly.still this guy shouldn't be denied of his license.uk caa is one of the worst naa when they come to maintain the standards even across the board

I just checked my certificate of recognition and it states that I finished my course when I passed my last module aswell, and it seems as though it's a 3 years course.
I think thats a common practice in the 147 schools to state that the course was completed at the last module passed.
Having said that, I wasn't turned down by the UKCAA when I applied for the license.
I would still advise you to check your paper work, form 19 and logbook and make sure they state that you had done a 2 years experience and a certificate of experience from the employer.
phone call the UKCAA aswell if needs must and speak your problem with them.

EASA Part 66.A.30 (a) 2. (iii)
 
The rule says:
" two years of practical maintenance experience on operating aircraft
and completion of a Part -147 approved basic training course."

I have looked at the AMC's and the GM. I can't find anywhere a statement that says it must be completed after the approved basic training course.

However it is only by completing an approved basic training course that you can have the reduction to 2 years experience.

You could try and argue form the ELGD:
D3.2
‘Recent Practical Maintenance Experience’

All applicants must have gained at least one year’s
experience on aircraft typical of the category or
sub-category applied for. Of this one year’s experience,
six months must have been gained in the 12 months
immediately before application. The remainder must
have been gained in the 7 years before application.

Re submit it to the CAA, hopefully you will get a surveyor who knows what he/she is talking about and it'll be issued, what they have told you is complete lies...

i spoken to KLM again and they said that UK CAA argues that the course is finished when i receive my final module which its bull***T. basically nothing i can do but i will wait and apply again when the time is right

i dont want for them to reject me again and that will cost me about 180 pound like the first time.

anyway thanks to all of the advises i got and to all the members who tries to help me.;);););)
