There is no direct conversion of a foreign mechanics license or certificate to an FAA A&P certificate. You still have to perform the same written, oral, and practical tests as any other A&P applicant. However, your experience under your current ratings can be used to obtain FAA authorization to take those tests. FAR Part 65 gives you the basics on what you need to get a FAA A&P certificate.
