Windows 98 Safe mode

My old Celeron computer kept booting up in Safe mode. After lots of time trying to fix it - I gave in and formated the Hard Drive to attempt to reinstall windows. Again the same problem - windows only installs in safe mode - any ideas - is this a hardware problem?

Go to control panel > system > device manager.

Look for any exclamation marks.

If there are any double click on it and re-install the drivers for that device

Another option is to use a startup disk and let it boot from that then at the a:\ prompt type c:\ and take it to your c drive ( or where the operation system lives) and then type c:\win
This might get windows to start up normally, worth a try as it only takes 5 min.
