Language selection

Son had a laptop running Vista and he set it up to use Russian as the primary language. I changed it in control panel and the most part is now English but some programs such as Utube still run in Russian. Is there a way to make it go back to English? perhaps some way to make all the programs and icons and the like use the same language?

Each program may well need changing individually to English, this is of course difficult if you don't speak Russian as you can't work out how to do it. The easiest answer is probably to re-install the programs and selecting English in the initial set-up.
