Source code question

If I right click on a page on my local council's website, (this one) and then click on 'source' about 16 lines down in the code is a date. Anybody know what this date refers to?

Do you mean this bit?
Code:

http://www.w3.org/1999/xhtml
If so, it means that this document use the XHTML (XML-compliant HTML) standard namespace (commands), which was formulated in 1999. The XML "meta-standard" sets how the language is defined e.g. the use of <, > and / in commands such as <format>text</format>.

If you want the history, it is all to do with Dublin (Ohio) Dublin Core Metadata Element Set, Version 1.1
