Task Manager snag

Advice please!

Whenever i attempt to open task manager (Win XP) using ctrl+alt+del or by any other method i get a message saying it has been disabled by my "administrator".....Eh?? Whats all that about? Its my personal PC, and its clear of any malicious software etc, and functions 100% in every other way as far as i am aware.
Does anyone know whats causing this and what the solution is? Thnx!
