How does one get that banner to scroll?

I'm having a devil of a time trying to view a certain web site that contains a scrolling banner. When I view the banner on my set-up, all I see is a grey box. When I view the web page at another location on different equipment, the scrolling banner works fine. I'm running Windows 98 and Internet Explorer 5.5. Thanks in advance for any help you could pass my way.

Scrolling banners are often implemented using Java or Javascript.

Note : despite similar names, Java and Javascript are completely different!

You probably have one or the other of these either disabled or set to high security.
