Getting files from mobile text messages

My partner is getting the run around from her mobile phone provider and her phone maker.
She has been sent several text messages, by friends, with photos or videos attached. Her phone won't fetch or download the files.
The network provider says it must be a phone issue as her contract allows file and picture messages.
The phone maker has a geek help shop in Reading, they say the phone is good enough to do the task.
The phone seller has been throught the the phone handset menus and think everything is set correctly.
Who is giving us bad advice?

Can she get into Reading? Can she just say to the guys who are 'giving her advice', "Right. I know that there are some files on here. Show me how to retrieve them, please."
If the geeks can't do it, they can at least establish what the issue is - phone provider, phone type, phone fault, or finger trouble?

We have been into Reading, that is where the 3 outfits (Samsung phone geeks, Virgin network & Carphone Warehouse phone vendor) have given conflicting advice.
The Virgin shop folk checked her contract SHOULD be allow her to get pictures and video files, they also checked her phone settings. Samsung geeks didn't look up her phone spec but
were sure it was able to do the task. It is not the most up to date device, a Samsung S3 mini, about 5 years old.
We asked one of the picture senders to send the stuff to my phone number and I was able to access it but my network is different and my phone is a newer model (still a Samsung).
My phone has a different sized sim so we can't try swapping networks to see if the problems are phone or network related..........
