iphone/vodafone data usage
 
a pal has an iphone provided by his company and needed for his work. He needs to access data sheets and customer account info when out on site plus it is useful to be able to download the sections of the map for the location when going to sites. Vodafone, in their wisdom, decided that his data usage was too much and cut off his phone network data, completely, without warning. I asked about this in a different thread a couple of months back before the reason became clear. They still say he is using too much data.

Anyway, he has a data monitor app on his phone which shows phone network data usage in one column and wifi data usage in another column, totalled up for the day. He had been out and about all day on Sunday and his phone app showed no data usage at all. He had some minutes of calls showing but absolutely no data. We went to a local store which allows customers wifi access and he enabled the wifi so it logged onto the in store network. After a few seconds we looked at the usage monitor app and it showed 2.1Mb of phone network data usage plus a little wifi usage. The browser was showing the store wifi login page. We know it was logged onto the store wifi because a few steps away, in the car park the message came up to report network connection lost and the browser was unable to reload any pages.

This raises several questions.

Does vodafone have visibility on wifi network usage on peoples phones?

Does something in the phone report this back to them?

Possibly the app that measures the data usage is able to use data over the phone network and this bumps up his apparent usage?

Why would vodafone want to see data used when on wifi? They should not be looking to bill for it.

The local vodafone shop doesn't understand what we are seeing but, as they only deal with personal contracts, they are completely slopey shouldered and won't try to help.

The people at his workplace that arranged the contract don't understand the problem or how to explain it to vodafone. This has been dragging on for a couple of months with both sides blaming the other.

Has anyone else seen anything like this?

Reading this my first impulse is a question: is Wi-Fi Assist, Settings - Mobile data - almost at the bottom, switched on? If this is the case, behavior could be works as designed and you'll find quite some discussion on the issue in the net already.

Second, what kind of a company contract is this supposed to be? I never heard of a provider switching of a business customer without prior call.
