Runway restriction at BLA Venezuela

Good morning all, I wonder if anyone can help. Looking into a flight into BLA and noticed an oddity on the runway plates. For runway 15/33 there is a weight restriction on runway 33 but not on 15? Is this because of some repair that has occured on one end of the runway or something to do with its foundations at one end? If anyone can help out please let me know thanks. I can't seem to find the information anywhere :ugh:

Ask your Handler

Never been there, but I find this restriction interesting. May be something to do with climb gradients....
Anyway, ask your handler; he will definetely know.

Having been there in over two years, but I don't think it has changed much.
Runway 15 is the preferred runway for landing, where 33 is preferred for takeoff. If the winds are strong, then runway 33 is the landing runway, but there is terrain to the sides on approach. They may use runway 02/22 if under 12500lbs. (I believe that is the restriction for that runway, and it is somehow rough surface).
