Getting a Rating/PPC outside of Canada Question
Good time of day,
Hoping someone can help me out here, Transport Canada hasn't been able to give me an answer so far for over a month, so greatly appreciate any help I can get. So I've got a job offer on a Piaggio Avanti in Central Asia, they want to send me for training ASAP (and this was a month ago) to Italy. The facility in Italy is EASA certified. Problem is I only have a Canadian ATPL and I would be (lucky me) the first Canadian to get my training there, so they have no clue on how to go about it and if Canada would recognize their training. They suggested I contact Transport Canada with the question, which I did (Ontario Region) over a month ago. Still no answer. The hopefully future employer understandably would like something in writing from TC that they would accept the training in Italy before they pay around 20k USD for said training. Has anyone had any experience getting a Type Rating or a PPC in Europe and registering it with TC? Greatly appreciate any advice or experiences anyone here had with something similar. Thanks, Vic |
Vitek Your question should be answered in 421.40(3)(c)(iii), (5)(a), and (6)(a). These standards provide credits for foreign applicants and foreign flight tests.

I assume you are a EU citizen, otherwise a job offer wouldn't be on the table, so check the conversion, because there is simply no way to "just convert" you TC to EASA license, no agreement like with the FAA. I'm an EU citizen, and when I checked this option, it requires 14 (!!) written exams, 3-4 exams must be taken at the same time, and 3 Flight Tests (one for CPL/ATPL, one for IFR and one for the Multi engine). Of course the Class 1 medical in Europe, that costs nearly a $1,000, can take couple months to be completed, and not all EU countries even offer it (I know Germany and Austria are the main ones). Of course you will also need an MCC (Multi Crew-Course) to even be able to get the type rating. You can NOT get ANY EASA rating without EASA license. At least that is what it used to be when I checked for a European position - EASA rating for EASA license only. I know the FAA allows foreigners to obtain type rating, but EASA wasn't the same - Europe is too extremely regulated when I checked it. B. Before coming back to Canada, I strongly suggest to get Captain experience. Captain experience is nearly similar everywhere worldwide, whereas F/O jobs, from what I saw living in different countries, can differ greatly with regions. |

I said - your won't even be allowed to undergo the training. Once you reach Italy, without Frozen ATPL or EASA ATPL, you will be refused, and the examiner won't be able to issue you the type rating, so it doesn't matter if TC recognize it or not. Furthermore, and I should've underline - if you are NOT a EU citizen, you might not even be legally admitted as it's considered educational purposes, which are NOT allowed without a permit to non-EU citizens. |

Yeah, TC can be really slow with this stuff. They usually don’t recognize EASA type ratings automatically. Even if the training is solid, you’ll likely need to do a Canadian PPC with a TC inspector or approved check pilot to use it back here.
If you’re flying overseas and don’t need it on your Canadian license, you might be fine. But for TC to endorse it, they want to see training details, proof it meets CARs, and usually sign off before you do it. Best bet is to follow up with TC HQ, not just Ontario region |

I hold an ATP TC in Canada. Back a few years ago, I followed a full initial type rating course on A320 in Europe. I sent all my training records, a copy of the EASA examiner's license and medical plus all the Training organisation's and the simulator certificates to TC. The EA32 (A320) has been added onto my TC Canada without any issue. Note, that at the time I was not holding a EASA License. So yes, it is possible. |
