The wreckage of the Beaver was not recovered by the TSB and in the absence of evidence they blamed the pilot.When the family of the deceased pilot recovered the wreckage,the aircraft was found to have unapproved parts in it that failed causing the engine failure.Some mystery still exists as to who fitted the unapproved part and if that person is still working on other aircraft TODAY.

In the absence of evidence one cannot make any definitive conclusions.
A kind person would say that the TSB is underfunded and understafffed and lack the tools and resources to conduct every accident investigation to their own satisfaction.
Overworked and understaffed stressed people may appear to be more sloathful than sleuthful.
