For question number one contact The Helicopter Association of Canada, for number two, yes we have oil, more than the whole ME combined, we are the "Blue Eyed Arabs", sitting on a lot of the stuff waiting for the rest of the world to run out, however we may have miscalculated by about a hundred years on this!

Not sure about the EASA compliance training schools in Canada but like mentioned the Heli Assc could help you there.
Canda has the second largest oil reserves in the world. Look at the city of Ft.McMurray they have webb site. The average income per couple in Ft.Mac is $190,000. Ordinary working couples charter biz jets from there to go out shopping or to entertainment venues. And there are thousands of unfilled jobs there. yes THOUSANDS.
