<sigh> Some reporter - it's a deicing truck; I doubt that the cops said "ice".

I've not driven a deicing truck, but I have driven a pickup with a BIG water tank in the bed. Lots of what marine engineers call "free water surface" and a high CG. It was easy to flip, especially when partly empty, and I'll bet a deice truck is similar.
