Useful Addresses Forum ?

I am new to this forum. Is there a part of the IT that deals with recommendations or services. For instance I had a pretty decent hairdressing session in a salon in Bangkok called Salon Apinya in Surawong Road in Bangkok: but equally I had a really lousy result a couple of months ago from a place in Temasek Boulevard in Singapore. Will I get into legal trouble if I name the place that gave the poor service?
