Refuelling with pax on board
 
Is it mandatory to arm the slides on the closed doors during refuelling with pax on board?

It depends on the individual airlines proceedures,
QR used to dictate that the aft left hand door be armed if closed but now its simply keep the door manned during in boarding!
Likewise in BA, simply keep a set of doors covered by a crew member and advise the pax NOT to fasten their seatbelts!

It is a must that 2 doors are made available for possible evacuation during re-fuelling.

* If the AFT door does not have steps positioned,in this case, there has to be an attendant standing by the door with the door armed.Plus there are 11 other points that must be followed during such situations!

In Australia, as far as I am aware (open to correction), the CASA requirements are:

(a) Have 1 flight attendant on board per zone (a zone being defined as a part of the aircraft that can seat 72 pax AND has an exit) or 1 flight attendant per 72 pax, whichever is the greater

(b) One flight attendant adjacent to the exit in each of these zones

(c) Seat belts unfastened, no electronic equipment used at all, obviously especially mobile phones

(d) Pax must be informed that refuelling is taking place during boarding

(e) Aisles/exits are to be clear of any obstructions (excepting, of course, the pax - although sometimes they are our biggest obstruction!)

These are the main points crew need to be aware of during refuelling, notwithstanding of course the fact that crew need to be ready for an immediate precautionary disembarkation/evacuation if required. There is no requirement for closed doors without boarding equipment in place to be armed during refuelling.
