Could you confirm that we must confine, 2 weeks before any recurrent with CAE at Montreal?

I would rather trust this question with your CAE centre rather than internet strangers.

While I would agree that checking with CAE makes sense, the current situation in Canada/Quebec is pretty strict:

- an immediate family member of a Canadian citizen or permanent resident
- all other foreign nationals
You must also have a quarantine plan that shows how you’ll quarantine for 14 days when you arrive in Canada. This plan is mandatory.

strict are in US and UK as well, but you can go there as crew-member for training and You are exempted. Just check with CAE. Recently friend of mine traveled to Canada as crew-member with airline to Canada and no 14 day quarantine.

I hope you get through for your training, but don't count on it. I returned to Canada after training in the USA for a week and have been quarantined. We flew back as operating pilots on our company aircraft on company business but were told that the rules recently changed. Travelling for training whether you are operating as crew or travelling as a passenger, you must quarantine. Same goes for travelling to the USA from another country. We attempted to drive across the border to pick our plane up in the USA and then take it for training and were refused entry via road. No amount of explanation or documentation would sway the Border's Finest. We ended up driving to a small airport a few miles from the border and flew on a light single to BUF where customs didn't even ask a single question and let us on our way.

The take-away is this: Do not assume that you will be allowed entry without quarantining. Do not assume anything when dealing with the border because on any given day the rules are being interpreted differently depending on which way the wind blows.

The bottom of your link states:

I'd recommend looking up the actual order and its exemptions, which can be found in S. 6 here for the ~15 exempted groups: (I can't post URLs, but search up "Order in Council PC Number: 2020-0524")

You still, of course, need to meet the other requirements for entry in the first place. Unsure if training would do it.

Are you sure you didn't meet the exemption in Order in Council PC Number: 2020-0689 under Section 6(a) if you didn't have symptoms? Sorry, I can't post links yet, but that's the official order that's currently in-force. It's possible CBSA isn't familiar with all the rules, especially at smaller airports.

Last week, I gave a call to the Public Health Agency of Canada ( call the coronavirus information line: 1-833-784-4397.) I may get an exemption, as I am a crew member to undergo a training with CAE, not as tourist purpose, and I shall need a CAE recurrent course letter .
No PCR test are needed, they said.
