in what context? Assuming you mean the UK CAA do you mean as a safety regulator, as an economic regulator, a consumer 'champion', for the decisions it makes, as a prosecution authority?

Fundamentally it IS a regulator. There is oversight but there isn't an infinite stack of regulators each regulating each other. The CAA's role is set by statute and a lot of what it regulates is agreed by supra-national treaty, If you disagree with a specific decision you can appeal them CAA Appeals or ultimately have them Judicially Reviewed (bring plenty of cash)

if you're unhappy with the CAA more generally or the whole way regulation is done you might talk to your MP and if you are very persuasive and they are in government or are really influential on the Transport select committee then you may be able to change the system.

In practice nobody, although a bunch of MPs have decided to do something about that.

Can anyone tell me under what circumstances a CAA investigator is permitted to masquerade as an ‘aircraft owner’ in order to glean information? In other words lie about their identity to gain information used during enquiries?

It’s a fascinating question but I suspect the context will be substantially relevant but not just that also what they would want to do with the information after the fact.

Unquestionably one for a lawyer who understands the context otherwise it won’t be helpful to you. That said I’d love to know the story, because I’m a bit nosey.

A Walter Mitty character was behind the prosecution of Glen Stewart. .unfortunately I came across him before he got into the CAA..continued in spite of the one off prosecution. So no one in reality oversees the regulator or the odd lackey.

i think my question is in the context of the fraud act, can a CAA investigator masquerade as an aircraft owner to gain information they wouldn’t otherwise be given? Surely you have to declare who you are?

Only if that information has monetary value (probably only intellectual property) and you can prove that you lost out and they gained as a direct result of them misleading you with some kind of intent. Even then it would be difficult to prove but a lawyer would guide you.

If you gave up information just because someone lied to you, I’d say there’s not much you can do unless the CAA Guy was breaking the law, lying isn’t illegal.

nah..got turned down for H M shilling if that's what you mean..if not then the Glen Stewart affair was an assistant controller at Norwich iirc in the 60s and a part time assistant instructor for a flying club run by a bent scrap metal merchant who defrauded the club members. As far as instructing ability goes he was useless which went hand in hand with his aviation career prospects. The other AsCat at the club ended up as a training capt on heavies ..guy only got two O levels at school..art and english.
which by implication shows the standard the board of trade set itself in recruitment.

Wrong end of the stick CloudMutt, just trying to get a straight answer to a simple question. The clowns at the CAA, Slater etc. don't respond to the question when it's posted to them directly. Even the monkeys that work for her can't answer. Can't be too difficult to can it?
