Flight reports that it was a Government aircraft operated by SATA (Servicio Coordinado de Transporte Aéreo del Ejecutivo Nacional).

Occupants named here:

Se precipita al mar avión de la Vicepresidencia con nueve ocupantes

including the DG of the Venezualan AIB (JIAAC).

Quoting from that source:

Among the occupants is, according to the same organization (ONSA, a SAR rescue organization), General Kyhumell Ponte Soteldo, General Director for the Prevention and Investigation of Air Accidents (PIAAE).

This link went very silent. Heard now the G3 may have run out of fuel. Basis of this is an apparent issue with the fuel quantity system. If that proves to be true I would say unbelievable. As if an aircraft crew thinks they can have more fuel after they land then before they took off without adding fuel. Irony is that a crash that kills the General is charge of aircraft accident and incident in an aircraft that is operated by a country with the largest oil reserves runs out of fuel.
