That's a popular option on the Citation II: A flood cooling system for the brakes - enables overweight landings on short fields :)

Looks like a bird strike?
I believe that there was a mod to strengthen the wing leading edge for U.K. certification. Maybe it was justified?

So the theory has been tested, cold fuel cools brakes thus avoiding high brake temperatures that would otherwise ignite fuel?:)
