New tax in Italy on aircraft!!!!
 
With immediate effect, a new tax on "luxury goods" has come into effect in Italy. This applies to all Italian registered aircraft and all foreign registered aircraft exceeding 48 hours on Italian soil per calender year.
Exempt are aircraft with an AOC (schedueled/unscheduled flights), Ambulance flights, state flights, school flights from FTOs).

E.g, for our privately operated Citation CJ2+, a visit longer than 48 hours to Italy would cost 32'384€ tax only. For AOC holders no problem but for all others???

Tax calculation summary:

up to 1.000 kg MTOW 1,50 €/kg,
from 1.001 to 2.000 kg MTOW 2,50 €/kg,
from 2.001 to 4.000 kg MTOW 4,25 €/kg,
from 4.001 to 6.000 kg MTOW 5,75 €/kg,
from 6.001 to 8.000 kg MTOW 6,65 €/kg,
from 8.001 to 10.000 kg MTOW 7,10 €/kg,
above 10.001 kg MTOW 7,55 €/kg.

Sounds like someone has reading the leaflet "how to kill general aviation in your country"

at those tax rates, it's more cost effective to register an aircraft in another EU state, set up a single aircraft AoC and charter it to yourself. if you own/operate an exec jet you most likely have the requisite post holders available. (you could probably write the cost of charter from your business tax as a charter in could be considered a business cost..)

the only thing it will do is screw those who rely on GA for income.. there's going to be a lot of empty hangars in italy and full ones elsewhere, while companies that provide support services will go to the wall.

won't it also kill italian maintenance providers ?

Hmm, next time I'm transiting over Italy in a light twin, I'll have to think carefully about the location of the nearest "practical" airfield in case of an engine failure.

indeed i did get that point, but people will just re-reg and relocate their aircraft to neighbouring EU states then turn and burn in under 48 hrs.

48 hours per year? That is ridiculous. Even with a "quick turn" in Italy it's hard to get in and out again in under 2 hours, so even a genuine out-of-country operator can't land there more than twice a month!

Unbelievable. Please tell me it didn't get passed into law?

There used to be a luxury tax in Sardinia on private aircraft, yachts and second homes. The tax was introduced in 2007 but abolished in April 2009. The number of yachts visiting Sardinian ports dropped by 50% (don΄t know about the aircraft) so this tax bore no benefit for Sardinia.

Does anybody know what the specifics for this tax were?
