Wake (PWAK) and Midway (PMDY) as ETOPS alternates

Hi

does anyone have experience with using Wake (PWAK) and Midway (PMDY) as ETOPS alternates between Asia and Hawaii.

Do you need special permission from the US DOD or can it just be filed within the opening hours.

Jepp Chart for PMDY says "Airport open for Extended Range Twin Operations and approved aircraft operations only." So I reckon you can just nominate it. Many notes about bird strike hazards, but if you're using it as an alternate, I don't imagine you'd be too fussed about that.
JeppFD (for me) doesn't have charts for PWAK.
