Lockdown Germany

Hello colleagues,

last 2 weeks I tried several times to book a hotel in the area of Dusseldorf and Essen.
In both cases the hotel reservations were cancelled since I could not show a negative PCR test upon arrival.
In the country where I live, flight crew for example is excluded from the COVID regulation.
I am digging through the German publications and looking for information.

(4) Von Absatz 1 nicht erfasst sind
b) Personen, die beruflich bedingt grenzüberschreitend Personen, Waren oder Güter auf der Straße, der Schiene, per Schiff oder per Flugzeug transportieren

Does this regional publication of Nordrein Westfalen mean I can stay in a hotel, or do I need a PCR test?

In Germany, flight crew are exempted from testing and registering upon entry. They should not have cancelled your booking upon receiving the information that you are travelling in the course of duty.

That is not correct. It depends on the Region you are travelling to and depending on the length of the stay.

In the latest version for Nordrhine Wesphalia for example they say that you are not required to do a test and isolation upon entry if you stay shorter than 72hrs.

For arrivals from UK for example

§ 3 Ausnahmen von der Absonderungspflicht für Ein- und Rückreisende aus Virusvarianten-Gebieten:
(2) Personen, 1. die beruflich bedingt grenzüberschreitend Personen, Waren oder Güter auf der Straße, der Schiene, per Schiff oder per Flugzeug transportieren
sind bei Aufenthalten von weniger als 72 Stunden bei Einhaltung angemessener Schutz- und Hygienekonzepte von der Absonderungspflicht nach § 1 Absatz 1 Satz 1 nicht erfasst.

For other arrivals:

§ 4 Einreisende aus anderen Risikogebieten
(1) Alle Personen, die nach Nordrhein-Westfalen einreisen und sich zu einem beliebigen Zeit-punkt in den letzten zehn Tagen vor Einreise in einem Risikogebiet, das kein Virus-Variantenge-biet nach § 1 Absatz 2 ist, aufgehalten haben, sind verpflichtet, sich entsprechend § 1 Absatz 1 abzusondern, wenn sie sich nicht höchstens 48 Stunden vor der Einreise oder unmittelbar nach der Einreise einer Testung auf eine Infektion mit dem Coronavirus SARS-CoV-2 unterziehen oder unterzogen haben (Einreisetestung).

(6) Von Absatz 1 nicht erfasst sind
2. bei Aufenthalten von weniger als 72 Stunden
b) Personen, die beruflich bedingt grenzüberschreitend Personen, Waren oder Güter auf der Straße, der Schiene, per Schiff oder per Flugzeug transportieren

Therefore: Short stays for exmple in Nordrhine Westphalia as part of your duty should be ok and acceptble without a PCR Test. I would call the hotels and explain this rule to them because these things are not discussed in mass media and are maybe unknown to some hotels. If you stay longer than 72hrs you would be required to do a PCR test and even isolate yourself untill the results of the test are in. Good luck with your travel plans
