Was the PIC legal to fly that aircraft in the US if his license was listed as pending on his flight plan?

I think his license was valid and the pending had something to do with overflight or landing permits.
Maybe the handler did not have his certificate info before requesting permits.
The pilot was reported to be experienced and former military.

I don't see any record of the crew having FAA licenses but maybe they did a recent US based training and the license would be pending. Does a temporary certificate have a number?

Here is the flight plan. Whoever filed it put pending in the certificate box. He may not have filed it himself.

However, I cannot find either pilot in the FAA airman records. A temporary airman certificate does have a number.


From another forum, and a Mexican poster. " probably Lazy dispatch that didn’t put the certificate in. From what I’ve seen, the certificates were good. "

The captain was flying a Challenger internationally in 2011.

Update. I finally found them on the FAA site. The F/O last medical was 2/2018....still out of date, but there may be delays in processing depending on if he got it outside the USA. He was type rated in the airplane.

The FAA allows a foreign medical to be used when you excercise the privileges of your 61.75 piggy back certificate.
FAA medical or medical of the country or original license issuance.

As far as the FO, to excercise the privileges of a a FAA Commercial certificate he needs a Second class medical. His First class will downgrade to a Second class 6 months or 12 months after initial issuance depending on his age.
