I think I see power lines on the left so suspect disused.

You're right about the power lines but it's not disused. Very active in fact but not much runway traffic. What you see right of the buildings is a hardstand. The runway is out of sight
as are most of the buildings.

Not helicopters and not Europe.

If there's not much runway traffic might it be a gliding site ?

Not gliding and still military.

If it has a similar climate to Spain might it be North Africa ?

Not anywhere in Africa. There was a big POW camp here during WW2 and some of the buildings still exist. It looks flat but there are hills to the East and West. The view is looking roughly South.

It is America but not a training camp as such, although some specific training does take place there.

Judging by your climate comment maybe it's one of the Gulf states near Florida.

Not Florida or a Gulf state. Drier than most of those.
