It's a PHI helicopter.

It is a Joint venture between Lahak Aviation and PHI.
PHI delivered the helicopters.
At that time they had 1 under Americain registration and the other under Israelian registration.
One pilot Americain the other Israelian.

So looking for a country with railroad tracks through rural/desert countries.
And where they might appreciate a railroad as supply route for and airbase?
Former Russia Kazachstan, Oesbekistan and the like spring to mind.
