Evening Trevor. It was designed by Gene Smith, who designed the Backyard Flyer. It is also referenced as the Valley Engineering Ultralight Biplane. I mention that just in case that's the name being looked for:)

Not sure what make engine it is but I am pretty sure it's not a gas turbine.

Edit to say, it's a VW engine.

I also know someone who falls into that category...but it was in the UK, not Wagga Wagga. I've shaken hands with someone who shook hands with Princess Margaret:)
