Concorde Orange Disc.

A friend of mine has an orange, plastic disc that was found in the attic of a deceased relative. It is 23 inches in diameter and has Concorde VP 2003 embossed on it...wont let me attached photo. Any ideas what it is?

Orange is the colour used to identify flight test specific parts. 23 inches I think is the wheel diameter so maybe a wheel cover?
