This thing is all over the internet....
It looks like it's about to be all over the flying field, or should I say aerodrome!

That looks like a pair of vertical fins/rudders above the wing tips and is that a tractor rotary lurking in the shadows (could be another one at the back giving it a shove too I suppose)?

Clue could help .... having said that there is some similarity with a couple of the Boeing submissions for the ATF in the early 1980's. Any connection?
