Funny you should mention that, Sycamore.
I can't spot the rudder pedals, either, but this aircraft definitely had a rudder and there must be some way to make it flap back and forth.

Edit: To avoid any confusion, this aircraft HAS a rudder, i.e. some are still airworthy, according to my search.

Not linked controls. I just found this shot of the lower cockpit...
It's a bit hard to sort out all the ironmongery but those are definitely rudder cables and the site where I found this points out the heel brakes below.
Btw, the earlier reference to France does not mean this aircraft was European.

A 145 hp Scarab, actually. In this particular aircraft, that engine was an upgrade from the original installation. Other examples of this bird had various engines, though.
