If the Commonwealth Ombudsman cannot go outside of his terms of reference, that is, totally within the Government Department involved, how can anyone expect an "INTERNAL" and "Independant" complaints commissioner to do any better bridging the gap betweem the external and internal influences that are the root cause of most angst in the industry?

There are actually "protected species" within the aviation Industry that Mr Hart won't be able to infiltrate, comment or make decisions on.
