So once you start heading down a path, you are stuffed. You don't rewind and reassess because that might delay the schedule. Sure, you can't keep doing the "If we wait another few months we can get these extra little bits", but the problem is that if you focus on scheduling and spending money when you assess a project managers performance, the actual capability and cost benefit is ignored (after the initial decision)

Some interesting stats;
Military expenditure Singapore $4.5b Australia $11.4b
Expend. per Capita Sin $1000pp Aust $570pp
This makes Singapore second only to Israel in per capita military expenditure.
The talk about replacements for F-111 and F/A -18 is just a smokescreen for the real air superiority weapon of the future - probably looking something like the X-47b.
