This aerodrome was originally privately owned, back in its heyday. It was never a Commonwealth owned airfield ALOPed.
How it came under local council control, and what council did, is a most interesting story, played out over quite a number of years.
You are quite correct, in my opinion, that the council should not have divested control.

So, what are the alternatives for Canberrans? To the south there's Cooma Polo Flat (is there any sort of long-term parking available?) and Adaminaby Kennedy Field (definitely has hangar sites available, based on their website - but it's a long way to go). To the north I know that there was work on an airfield at Yass/Jindalee, but I've got no idea where that went (the latest news I can find is some disputes over development applications in 2007).
Apart from that, Canberra's own airport is pretty nice and they do seem to have been making some improvements to the GA side (eg. if you register with them, you can get through gate 3 without having to call security!) - but it's still a big commercial airport with pricing to match. Any other options?

Believe Polo Flat may have been sold back to SMEC. The other Cooma at the 4 mile south of Cooma may be good depending on type. Don't know what charges apply and last time there had no hangar space. Jindabyne were also advertising hangar sites recently

There are a couple of properties surrounding Canberra hosting one or two aircraft each. No real facilities; bit of space in the shed and operating from grass paddocks.
Mostly people who have gotten the sh*ts with Goulburn!

bcatseye, markis10, and bankrunner - good advice! I admit that I hadn't even considered the possibility of a small unlicensed airstrip, although I fly over them reasonably often.
FWIW - I've got a plane undergoing long-term maintenance at the moment (elsewhere), which is going to have to come down to Canberra (or close by) sooner or later. I was expecting to put it in Goulburn based on the availability of hangar space - but I can't put up with this sort of behaviour. Currently the most attractive option is to just leave it at YSCB in the GA parking, even though I'd much prefer a hangar.

I’ve been ripped off at Canberra and paid a pretty penny at Goulburn.
I’ve settled at Cootamundra.
No landing fees. No parking fees. No TNCs. Swipecard AvGas.
My impression is that the Cootamundra/Gundagai Council understands the benefits to the local economy of continuing to encourage aviation activity. The Council has also been smart enough to make the aerodrome available for periodic car enthusiast activities, on a supervised, cost-recovery and clean-up-your-mess-before-leaving basis. On my observation, these car enthusiast activities do not interfere substantially with aviation activities.

You are assuming that the charges have some authority. they have none. The sole authority to charge is contained in the Covenant and the Deed. Neither Document permit this, so they are unenforceable.
