Too true.

The fact is, Part 61/141/142 as passed bear no relation to the output of the sub-committee that did all the original work.

Part 42 is just as bad, the final "rules" are nothing like the output of the "taskforce" from industry, and now, internally, the push is on in CASA to apply Part 42 to all maintenance, it will be a financially and practically crippling outcome, just like Part 61/141/142.

AHIA will report on task force's development when known

AHIA which took a firm stand against the stalled legislation has been asked to work with CASA (yet again).

Putting aside the past train wreck; AHIA will soon be able to tell you about the leadership and structure of the new group; and hopefully some thoughts on time lines. It is a massive job, involving several thousand pages of CASA advisory and guidance material. Any Part 61 changes will no doubt required legislation now in draft to be checked over.

If you want to be kept up-to-date, then we can include you on our current data online base (just over 4,000 at present).

This activity is a key part of CASA’s response to the Aviation Safety Regulation Review, which recommended CASA conduct industry surveys every two years to measure the health of the relationship.

We are keen to find out what you think about your interactions with us and measure our performance over time. In particular, we want to learn more about your experiences in complying with and understanding the regulations, applying for and renewing licences, as well as being audited.

This information will provide a benchmark, so that we know where we have to focus our efforts to strengthen the relationship.

CASA are actually caving in to union pressure. One of the non-aviation unions was pushing for this a while ago as a way of cutting the grass of the LAME union. They wanted AMEs the ability to sign out certain items which saves money but defeats the purpose of the whole licensing system in the first place! If anyone can sign stuff out why bother have a license at all.

Time to flash this old chestnut up again!!

Is the care taker period still in progress? Apart from decision makers announcing that they are having an extended rest period in relation to the CAO 48.1 implementation, what's the juice on the implementation of the operational CASRs? It's all gone quite, are they snoozing in Fort Fumble?

Dear old friend Duck Pilot: What are these words "care taking", " implementation", "decision makers"... ???? I'm just saying why waste your breath, those quoted terms are completely foreign to the leadership of CASA. The regulatory rewrite was started 28 years ago. Skidmore skipped with the nil reason "personal reasons". His (can you believe) Boy Scouts invention 26 man 'Tiger Team' was working furiously (so we were advised) to promulgate a 1000 exemptions to the just rolled out latest tranche of unworkable rules. Fort Fumble is doing what it does best, actually the only thing for which it is capable, looking busy while making lots of money and squeezing the life out of GA. Only a change to the Act can cause any lasting reform or real growth, the Commonwealth corporate body model is broke. There is no incentive for change, the opposite is true. Ministerial governance by remote control does not work. Political action is needed.
