High circuits at LHR

At weekends there appears to be an Islander or similar circling hour after hour around LHR and I would guess about 15000'. Is this surveying or anti-terrorist patrol and if so whose a/c is it.

I did indeed get a response that they were in all probability MOD surviellance flights that also appear to take place over Portsmouth. Rgds.
