Mode S across the big blue Field

Does anyone know the current status of Mode S in France and the Netherlands. ie for a GA flight to Ostend / L2k etc.....

Cheers for the assistance in identifying the docs required to understand the requirement for mode S in the "Eurocontrol Area".

Having read them once now, I have a basic understanding but probably need to read them again !
