I have it and would like to send it, but it's way too big to be sent (32MB). Any suggestion?

You could send it by Mail Big File if they give you an email address to send it to.

All ICAO documents are copyrighted and available to download via the subscription website.

I don't agree with their policy, which is borne out of a lack of funding by the signatory states, some of which are delinquent in their payments.

Nevertheless, under the present rules that's the situation.

It would be wrong of me to suggest searching for a Danish University site that seems to have all the publications available for free, but having signed a pact with the devil I can't help myself.:E;)
