ATC landing clearance
 
Hi,
I'm new to this forum GA pilot. I've just finished my Instrumental Rating, and I have one basic question, that always made me curious.
Normally pilot receive landing clearance just before landing.
Can ATC actually forbid pilot to land? Or ATC can only inform pilot about meteorological conditions, and it is pilot's decision to land or not to land.
What about situation, when pilot really have to land, but controller don't want to give him clearance?
Is there a law in UE regulating such situations?

I don't know if I would classify it as "forbidding a pilot to land", but there are plenty of situations when a landing clearance cannot be given eg another a/c occupying the runway, or debris etc. on the R/W. These are operational situations when it would be impossible to clear an a/c to land - because it simply is NOT clear to land. in these situations specific go around instructions will be issued. In non operational situations, an authorised person will be required to instruct the a/c that landing clearance is refused.
