New ICAO SID/STAR procedures?
In June last year, there was an ICAO State Letter that presented a sizeable proposed amendment to Doc4444 PANS-ATM, to completely re-work all the procedures and phraseologies for climb/descent on SIDs and STARs. They indicated that it was "envisaged for applicability on 10 November 2016".
Since then, no news... Has anyone heard anything? Is it still coming this year? And has it been changed during the consultation? |
So, the PANS-ATM amendment did finally arrive late June.
Big changes in procedures and phraseologies for ops on SIDs and STARs. Still effective this November. But still no sign of the awareness material ICAO promised for the flight-crews and to support ATCO training.... :* Can't see it going smoothly.... |

Naturally it is the responsibility of states to implement so one can expect gradual progress. If, of course, each state decides to implement as is... |

Australia has delayed until March 2017.
Australia will not have completed the safety and procedural induction processes necessary to implement the changes in time for implementation by 10 November 2016. "controller training" is only two words....
"the safety and procedural induction processes necessary to implement the changes in time for implementation" sounds so much better....... Imagine what they could do to "descend via STAR".... The timeline is also interesting.. "As a result, Australia WILL NOT implement the new ICAO SID/STAR procedures until after 02 March 2017" They don't say when after.... I suppose they just can't plan that far ahead.. |
A few European States delaying as well from what I hear, simply to have time to wade through all those "modern" processes for safety and change and compliance and training... :ugh:
When ICAO consulted this whole package a year and a half ago, in the same letter, they promised: "the Secretariat will support global harmonized implementation by means of a comprehensive awareness campaign, in coordination with, but not limited to, CANSO, IAOPA, IATA, IBAC, IFALPA and IFATCA. This extensive effort will be directly supported by all ICAO regional offices where the progress of States to which they are accredited can be monitored and direct assistance provided as necessary." Turns out "comprehensive awareness campaign" means a couple of leaflets (hidden away, where only those who know about them can find them) less than two months before effective date...Really, really helpful... :mad: :ugh: |

I would like to know if there is any DCL expert around here. From november 10th, a cleared level shall be given with the departure clearance SID, and I would like to know where this "cleared level" field will be inserted in the DCL message. Anybody know any airport in the world where this was already implemented? Thanks in advance. |
