Hi, is this true

every airport in the United States which has IFR traffic is a minimum of Class E controlled airspace.

False. Hell not even every control tower has class E airspace (KLAL).

That exact quote is silly. You can depart from, or fly a visual approach, while on an IFR flight plan, from just about any little airport or bush strip in the country. Now, you might be in Class G airspace for a short period before landing, or immediately after departure, until reaching the floor of Class E airspace, 700 to 1200 AGL, but the flight is still on an IFR fp.

What could be said is *generally true*, but certainly not literally so, is that most any airport with a published instrument approach has a Transition area above it where the floor of Class E airspace drops to 700' AGL. It's still Class G from 700' to the surface.
