LHR ATC question re HKG/VHHH

Hi all,

A discussion has begun over in the fragrant harbour re ATC delays in HKG.

http://www.pprune.org/fragrant-harbo...tc-delays.html

I'd be interested to know if any LHR "best practices" would be suitable in HK's FIR any contributions would be greatly appreciated.

A CFMU would be a start.

If Heathrow has a reduction in capacity, then flow rates are reduced and aircraft within Europe are given slots, often with big delays and cancellations.
Hong Kong doesn't and all their holding is done in the air,or Clearance delivery trying to figure out departure oceanic separations into the Mainland or other FIRs.
The airspace is totally different. The LTMA is extremely buy and tight.Heathrow has to hold at the 4 inbound holds and then short vectors to final.
Hong Kong never used the inner holds,as that it seen as losing face. They vectors all over the place.
The Chinese mailand also swap miles for minutes.
HK needs to get tough and slap on proper flow measures, instead of sorting out everyone's problems.:hmm:

i thk we need some updates here, in HK

- we do hold on ground

- not CDC figure out enroute spacing, it is enroute controllers' job (and we do not have oceanic sector anymore everything is under radar now)

- to my knowledge, consultation was done by NATS from the UK in recent years , they don't suggest the same hold practice adopted in EGLL, they suggest to establish hold in TMA, and just outside TMA. (hong kong has only one baseleg, the other side is already on the boundary with China airspace)

- the chinese now use miles too, no more minutes

- agree, HK has to get tough and say no to all the restrictions and unreasonable flow control from other airspace (mainly China), and super agree "instead of sorting out everyone's problems."
