Blocking off airspace?
 
If it's a overcast day can you get airspace blocked off for you from one radial to another, from one altitude to another, to do say steep turns on top of the clouds?

I wouldn't bet on it. Why do you want to close the airspace?
If it's vfr you're planning. How do you get on top of overcast clouds? (And below)

If you are talking about controlled airspace, you have to just ask the controller what you want to do. If there is no traffic in the way, it will generally be approved. Also depends on the category of airspace, and your flight rules.
If outside controlled airspace, see and avoid applies, and nobody is about to close airspace to oblige such a request. (Unless you're the King of somewhere, and command it.)
