cae tie pin identification USSR or Eire
 

Hi folks.
I'm cleaning out my locker in preparation for a shift in station.
I came across a small tie pin that I think I picked up at a covention in Frankfurt in 1988/9.
It is oblong with the letters "cae" in lowercase in silver on black and a 5 leaf flower with what looks like a globe as a center on a green background.
I can't remember if it was Irish, USSR[they and the USA were guests that year] or someone all together different.

Can anyone help.
If it's Irish it will be coming home with one of the new ossie recruits.
