runway selection
 
assume that we have a runway combination of 11--29 .runway 11 has ils and runway 29 has an indirect approach pattern.if surface wind is 270 degrees 7 knots and cloud ceiling is broken 700 feet and runway 29 mdh is 1250 feet .which runway should be chosen and why? if controller choose runway 29 and and accident occurs while trying to land runway 29 can he be held responsible for choosing wrong runway to use ? :):):)

7Kt tailwind on Rw11 - no problems for most people, use that for landing and declare that the runway in use. It's up to the aircrew then to decide whether they want to use Rw29, in which case - what's the VM(C) minima?

Either way - any incident / accident will not be down to ATC runway selection, more likely pilot busting minima. In short - Pilot error, not ATC error.

Need to know runway length and condition to make final decision. Not sure what the rules are in your home country, but for me I consider visibility and not MDH when determining legality. Length also determines the ability to accept a downwind landing along with conditions (contamination/braking action, etc)

If there was an investigation, I suspect the ATCO would be asked "Why did you choose the downwind runway?"

If he had good reason (company noise abatement policy, lots of traffic from west and long dry runway) then OK, otherwise he might get part of the blame.

Ultimately it would be up to the pilot to say "I can't accept 27, need 11" and therefore his fault. The pilot is in charge.

MDH - not our concern. We don't know the pilots minima, and its up to him to ask for a different runway or divert if he can't make them.
