I'm researching the ICAO requirement for pilots and controllers to reach "Level 4" proficiency in English. I'm particularly interested in finding examples of tests which measure fluency. Thanks.

I suppose, the table is international, ICAO-approved.

Try The Controller for a start.
Back issues also had a couple of articles.
Eurocontrol docs. may have info, especially in the IANS section as they deal with many nationalities
