I'm researching the ICAO requirement for pilots and controllers to reach "Level 4" proficiency in English. I'm particularly interested in finding examples of tests which measure fluency. Thanks.

Back issues also had a couple of articles. Eurocontrol docs. may have info, especially in the IANS section as they deal with many nationalities |
